
> Facilities Working Party
The position paper was discussed at the June SPG meeting and agreement
was reached for the process for developing a regional facilities
framework be commence.
Meetings with the ASB Trust have confirmed their support for the
development of such a regional framework. A recent new initiative for
major funding projects by the ASB Trust also signals the need for
greater planning for regional facilities.
A draft project brief has been circulated to the following for comment.

This issue is particularly sensitive and has received much media
coverage in the last 4 weeks given the rates debate, the Harbour Stadium
support from North Shore City Council and the Eden Park development.
ARPASS has been consistent in delivering the view that a regional
context of the development of existing and future facilities of all
facility type is required to ensure alignment of capital funding and
ensure ongoing viability of operations and prevent duplication.
The SD has met with the Franklin District Council with regard to their
proposals of Growers Stadium and the Management of the Pacific Telstra
Clear Pacific Arena Festival Bowl with regard the regional context for
such facilities.
Outcome = a plan of regional facilities required in the Auckland region
and a framework for investments decisions.
> Regional Aquatic Facilities Strategy
StratCorp Consulting of Melbourne Australia is the successful tender.
StratCorp collating the available information of aquatics facilities
form local bodies and regional and national bodies and will be ginning
phone interviews and workshops in late September.
Outcome = regional view as to the demand and nature of demand (ie
recreational vs formal) for aquatics facilities across Auckland region.
> Ministry of Education
Following on from the Ministry of Education representatives attended a
Regional Collaboration a project team has been put together to examine
A Principles for assisting school / Council / community planning of
facilities
B Linking Council plans with schools infrastructure plans
C Principles for operational / maintenance issues
The process for planning and aligning the processes for the MoE.
Councils and funders is nearly complete and a draft will be available by
end of September.
The linking of infrastructure plans of schools submitted to the MoE and
Councils LTCCPs will commence in October.
This project has been noted by the Minister of Education in
communication to Auckland City Council.
Outcome = process for aligning education planning and funding with
Council recreation needs and external funding.
> Paddling Facilities
This project has arisen from the demand of open water based clubs and
regional bodies seeking a site for the development of regional rowing /
paddling facilities. To progress the project it is important that all
codes are clear on the process that is to take place. A meeting of all
governance and management from each code will be held on October 6th to
discuss the process and a joint meeting with Councils will be held in
November.
> Disabilities Audit
All Auckland City facilities have been audited and Manukau City will be
complete by end of this month. ARC parks have been completed. Meetings
to discuss implementation will begin once all audits are complete which
will be by June 2007.
